This is about Markus Jones, convicted of being a felon in posession of a firearm in 2000.
In 2019, Rehaif v. United States, it was ruled that a person convicted of unlawful possession crimes must be aware of their status in order to be convicted.
Jones filed a petition because at the time he bought the gun, he believed his previous conviction had been expunged, and thus his conviction of unlawful possession was invalid.
The supreme court held that Jones was not allowed to challenge his conviction, becuase he had previously filed a petition in 2006. This also means that he has not officially been found retroactively innocent, even though the 2019 ruling would make him so.
The vox headline is slightly clickbaity, but it is true the supreme court decision makes it ridiculously hard to challenge convictions, even if law changes retroactively make a person innocent
